Voting Question: How to apply for public housing in Ohio?

More specifically I live in Toledo, OH. I was planning to move into an apartment this upcoming month but I have now discovered that I am pregnant and with this new expense I know I will not be able to afford the rent. Can I apply for public housing/section 8 while being pregnant or do I have to wait until I give birth.
